Are you installing CB19.1 Express Edition in Windows Server? Please try the steps in the KB link below:

Also, you may try downloading CB in Internet Explerer but first goto Internet Options|Security| and add " downloads.connectedbusiness.com " in the trusted sites and download again the Intaller and try to install. The problem might be cause by security permission in your PC since we installed this Edition multiple times w/out any problem. Let me know the results. Thank you
